Membership and Mission of the ICCS


The major part of Chapter VI of the Geneva Agreement (Article 29, and Articles 34-46) was for the composition, functions and duties of the International Commission for Control and Supervision (ICCS). The ICCS was composed of representatives of Canada, India and Poland, with the Representative of India as Chairman.

"The International Commission shall be responsible for supervising the proper execution by the parties of the provisions of the agreement. For this purpose, it shall fulfill the tasks of control, observation, inspection and investigation connected with the application of the provisions of the agreement on the cessation of hostilities and it shall in particular:
  • (a) Control the movement of the Armed Forces of the two parties effected within the framework of the regroupment plan;
  • (b) Supervise the demarcation lines between the regroupment areas and also the demilitarised zones;
  • (c) Control the operations of releasing prisoners of war and civilian internees; and
  • (d) Supervise at ports and airfields as well as along the frontiers of Vietnam the execution of the provisions of the agreement on the cessation of hostilities, regulating the introduction into the country of armed forces, military personnel and of all kinds of arms, munitions and war material." 22

The ICCS was established in Hanoi on the 11th of August, 1954, with the following membership:

  • Alternates: Major-General K. P. Dhargalkar, India; Mr. Marcel Cadieux, Canada; M. M. Bibrowski, Poland 23
